PROPOSED ESTABLISHMENT OF THE TSHIVHASO COAL-FIRED POWER PLANT ON A SITE NEAR LEPHALALE, LIMPOPO PROVINCE
Project Name: Tshivhaso Coal-fired Power Plant
Applicant: Cennergi (Pty) Ltd
Proposed Activity: The construction and operation of a coal-fired power plant and associated infrastructure with a generating capacity of up to 1200MW (to be developed in 2 phases of 600MW each).
Location: The power plant is proposed to be located on a site near Lephalale in the Limpopo Province. Two site alternatives have been identified for investigation within the environmental process, i.e.:
» Site alternative 1 which includes the farm Graafwater 456 and Goedehoop 457
» Site alternative 2 which includes the farms Eendragtpan 451, Gelykebult 450 and Vooruit 449
Three site alternatives have been identified for the ash dump:
» Farm Vooruit 449
» Farm Appelvlakte 448A
» Farm Jackalsvley 309
EIA Process: The construction and operation of the proposed power station is subject to the requirements of the EIA Regulations published in terms of Section 24(5) of the National Environmental Management Act (NEMA) 107 of 1998. In terms of Government Notice 921 published in terms of the NEM: Waste Act No. 59 of 2008, a waste licence is also required for storage, treatment and disposal of general and hazardous waste. Therefore, an integrated environmental authorisation process is being undertaken for the project. This process will also support the application for a Water Use License (required in terms of Section 21 of the National Water Act No 36 of 1989) and an Air Emissions License (required in terms of NEM: Air Quality Act No. 39 of 2004).
