KLAWER WIND FARM NEAR KLAWER IN THE WESTERN CAPE PROVINCE
Vendiwell (Pty) Ltd obtained environmental authorisation to establish a commercial wind energy facility and associated infrastructure on Portion 99 of Farm Birdfield 306 and Portion 5 of Farm Klipheuwel 390 within the Matzikama Local Municipality in the Western Cape. The proposed site is approximately 6km south of the town of Klawer near the N7 National Road.
The project received Environmental Authorisation from the National Department of Environmental Affairs (DEA) on 27 September 2011. Following this authorisation, four amendment processes were undertaken for the proposed Klawer Wind Energy Facility namely:
1. The first amendment entailed changing the wind turbine layout (site layout alternative 2), by reducing the turbines from 12 (3MW each) turbines to site layout alternative 3, 10 (3MW each) turbines. An amended EA was issued on 1 March 2012 (DEA Reference number: 12/12/20/1964/AM1).
2. The second amendment process was followed for the extension of the validity period of the EA for two years. An amended EA was issued on 26 September 2014 (DEA Reference number: 12/12/20/1964/AM2) to lapse on the 26 September 2016.
3. The third and last non-substantive amendment entailed changing the EA holder’s details from Klawer Wind Power (Pty) Ltd to Vendiwell (Pty) Ltd and extending the validity period of the EA for a further two years, to lapse on 26 September 2018.
4. A further amendment to the EA was applied for by Vendiwell (Pty) Ltd to increase in rotor diameter from 90-100m to 121.5m and the reduction in the number of turbines from 10 to 2 each with a generating capacity of up to and including 2.5MW.
Following a competitive bidding process under the Department of Energy’s (DoE’s) Small Projects Independent Power Producer Procurement Programme (the “SPIPPPP”) the project was awarded preferred bidder status and it is intended to commence with construction in the second quarter of 2017.
As per Condition 13 and 15 of the Environmental Authorisation, the Environmental Management Programme (EMPr) submitted with the Environmental Impact Assessment Report (EIAr) was approved and must be amended to include the measures as stipulated by the final layout map and micro-siting; and the provisions of the Environmental Authorisation. As per the authorisation the Construction and Operational Environmental Management Plan has been amended and now includes the conditions of the Environmental Authorisation of 27 September 2011.
Vendiwell (Pty) Ltd has appointed Savannah Environmental, as the independent environmental consultants, to update/revise the Environmental Management Programme (EMPr) as required by the DEA.
AVAILABILITY OF THE EMPr FOR PUBLIC REVIEW
In accordance with the Environmental Authorisation dated 27 September 2011, the updated EMPr is available for public review and comment by registered Interested and Affected Parties (I&APs) and stakeholders. I&APs are invited to review the EMPr from the 06 January 2017 – 06 February 2017. The updated EMPr is available for download on www.savannahsa.com/projects. The due date for written comment is 06 February 2017. Comments can be made as written submission via fax, post or email.
