Development of the 320MW Emergency Risk Mitigation Power Plant with associated Infrastructure on various Erven Near Richards Bay, KwaZulu-Natal Province

Location: The 320MW Emergency Risk Mitigation Power Plant (RMPP) is proposed on Remainder of Erf 1854 and Portion 2 of Erf 1854, situated within Alton, located approximately 8km south west of Richards Bay. The project site is situated in the City of uMhlathuze Local Municipality which falls within jurisdiction of the King Cetshwayo District Municipality, KwaZulu-Natal Province.
Proposed Activity: The development of an 320MW RMPP with a generating capacity of up to 320MW, liquid petroleum gas (LPG) storage up to 10 000 m3, and all associated infrastructure. The power generated by the facility will connect via an underground 132kV cable located approximately 2km south of the project site (to be authorised separately).
Environmental Impact Assessment (EIA) Process: In terms of Sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with the EIA Regulations, GNR 982-985 of 4 December 2014, as amended, a Scoping and EIA process is required to be undertaken for the proposed 320MW RMPP and its associated infrastructure.
Atmospheric Emissions Licence (AEL): In terms of Section 38 (3) of the National Environmental Management: Air Quality Act, No. 39 of 2004, an AEL is required for the proposed 320MW RMPP.
EIA Report & Atmospheric Impact Report (AIR) Available for Review: The EIA and AIR Reports are available for review and comment. These reports can be viewed at https://savannahsa.com/public-documents/energy-generation/ from Friday, 19 February 2021 until Tuesday, 23 March 2021. The due date for written comment is Tuesday, 23 March 2021.
