WIND GARDEN WIND FARM AND FRONTEER WIND FARM, EASTERN CAPE PROVINCE
Project Names: Wind Garden Wind Farm and Fronteer Wind Farm, Eastern Cape Province
Applicant: Wind Garden (Pty) Ltd and Fronteer (Pty) Ltd
Proposed Activities: The development of the Wind Garden Wind Farm with a contracted capacity of up to 264MW which will include up to 47 wind turbine and the Fronteer Wind Farm with a contracted capacity of up to 213MW which will include up to 38 wind turbines. Associated infrastructure for each wind farm includes on-site switching station, collector substation, a 132kV power line (twin turn dual circuit), access roads (gravel in nature), concrete foundations and hardstands, laydown area, cabling to be laid underground where practical, temporary concrete batching plant, temporary staff accommodation, and operation and maintenance buildings.
Location: Located between Somerset East and Makhanda, ~18km north-west of Makhanda, within the Makana Local Municipality, Sarah Baartman District Municipality of the Eastern Cape Province, and within the Cookhouse Renewable Energy Development Zones (REDZ). The affected properties include:

Basic Assessment Process: In terms of Sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with Government Notice R324 – R327, as amended, Environmental Authorisation is required for the projects. As the project sites are located within a REDZ, Basic Assessment (BA) processes are required to be undertaken in accordance with GNR114 (February 2018). Savannah Environmental is undertaking the required environmental assessments and a combined public participation process.
Submission of Revised Final BAR to DFFE: The Revised Final BARs for the projects have been submitted to the DFFE following the additional public participation period in January and February 2022. The reports are available for information purposes.
