Kenhardt P1 Amendment Validity Extension – Facility

NOTICE OF AN ENVIORNMENTAL AUTHORISATION AMENDMENT AND PUBLIC PARTICIPATION PROCESS

CONSTRUCTION OF 70MW PHOTOVOLTAIC (PV) SOLAR POWER PLANT ON THE REMAINING EXTENT OF THE FARM KLEINZWART BAST 188 RD, NEAR KENHARDT WITHIN THE KAI !GARIB LOCAL MUNICIPALITY NORTHERN CAPE PROVINCE

Applicant: BioTherm Energy (Pty) Ltd

Proposed Activity: The applicant is requesting the validity of the Environmental Authorisation (EA) and subsequent Amendments to be extended beyond ten (10) years.

Project Location: ~ The Kenhardt Photovoltaic Solar Power Plant is proposed approximately 35km South East of the town of Kenhardt on the Farm Kleinzwart Bast 188 within the Kai !Garib Local Municipality, Siyanda District Municipality, Northern Cape Province.

Amendment Process: In terms of Conditions 6 of the EA dated 02 November 2012 and Regulation 29 of the EIA Regulations 2014, as amended, it is possible for an applicant to apply, in writing, to the competent authority for an amendment of the environmental authorisation if the amendment will not change the scope of a valid environmental authorisation nor increase the level or nature of the impact.  An application in this regard has been submitted to the DFFE who have confirmed that the applications fall within the ambit of a Part 1 amendment process.  A public participation process is required to be undertaken in support of these applications in accordance with the requirements of the DFFE.

Motivation Report available for public review and comment:  Savannah Environmental has compiled a Motivation Report in support of the Amendment Applications (Part 1 amendment).  The Motivation Reports and supporting documentation will be available for public review and comment from Friday, 04 November 2022 to Monday, 05 December 2022.  The Motivation Reports can be downloaded from Savannah Environmental’s website https://savannahsa.com/public-documents/.  The due date for written comment will be Monday, 05 December 2022.
