NOTICE OF ENVIRONMENTAL IMPACT ASSESSMENT AND PUBLIC PARTICIPATION PROCESS

PIXLEY PARK RENEWABLE ENERGY PROJECT, NORTHERN CAPE PROVINCE

 

Applicant: Carolus Solar PV1 (Pty) Ltd, Wagt Solar PV1 (Pty), Riet Fountain Solar PV1 (Pty) and Fountain Solar PV1 (Pty)

Proposed Activity:  The development of a cluster of solar energy facilities and associated infrastructure, including Electrical Grid Infrastructure (EGI), ~10km East of the town of De Aar within the Emthanjeni Local Municipality and in the greater Pixley ka Seme District Municipality, Northern Cape Province.  The cluster consists of three (3) 100MW solar photovoltaic (PV) energy facilities, one (1) 200MW solar photovoltaic (PV) energy facility, and four (4) individual grid connection corridors (one corridor per PV facility).  The grid connection infrastructure for all projects will include an existing collector 132kV substation and a 132kV power line to the Main Transmission Substation (MTS) located on the Remaining Extent of the farms Vetlaagte No. 4 or Wag n Bietjie No. 5.Infrastructure associated with each Solar PV Facility will include:

  • Solar PV array comprising bifacial PV modules and mounting structures, using single axis tracking technology
  • Inverters and transformers
  • Cabling between the panels
  • Battery Energy Storage System (BESS)
  • Laydown areas, construction camps, site offices
  • 12m wide Access Road and entrance gate to the project site and switching station
  • 6m wide internal distribution roads
  • Operations and Maintenance Building, Site Offices, Ablutions with conservancy tanks, Storage Warehouse, workshop, Guard House

The grid connection infrastructure for all projects will include:

  • Central collector substation which consists of:
  • Onsite 132kV IPP Substation including the HV Step up transformer, MV Interconnection building
  • 132kV Overhead Power Line (OHPL) – 30m height from the switching station to the Main Transmission Substation (MTS) located on the Remaining Extents of the farms Vetlaagte No. 4 or Wag n Bietjie No. 5, which is to be handed back to Eskom (a separate EA is being applied for in this regard)
  • Extension of the 132kV Busbar at the MTS
  • 132kV Feeder Bay at the MTS
  • Extension of the 400kV Busbar at the MTS
  • Installation of a new 400/132kV Transformer and bay at the MTS
  • Distribution Line:
  • 132kV Overhead Power Line (OHPL) – 30m height from the switching station to the Main Transmission Substation (MTS) located on the Remaining Extents of the farms Vetlaagte No. 4 or Wag n Bietjie No. 5, which is to be handed back to Eskom (a separate EA is being applied for in this regard)

Project Location: Developments are located approximately 10km east of De Aar on the following farms:

Portion 3 of Farm Carolus Poort No.3 Portion 4 of Farm Riet Fountain No.6 Portion 1 of Farm Riet Fountain No.6
Farm Wag ‘n Bietjie Annex C 137 Farm Wag ‘n Bietjie No. 5

located within the Emthanjeni Local Municipality and in the greater Pixley ka Seme District Municipality, Northern Cape Province.

Environmental Assessment Process: In terms of Sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with the EIA Regulations, GNR 982-985 of 4 December 2014, as amended, a Scoping and EIA process is required to be undertaken in support of an application for authorisation for the proposed four (4) solar developments and its associated infrastructure.  A Basic Assessment process is required to be undertaken in support of an application for authorisation for the proposed grid connections associated with the four (4) solar developments.

Scoping Reports available for public review and comment:  In the publication of Friday, 25 March 2022, the Scoping Reports in support of each of the Applications for Environmental Authorisation for the PV facilities’ review and comment period was published as Thursday, 31 March 2022 to Thursday, 05 May 2022.  The Scoping Reports’ review and comment will be from Monday, 11 April 2022 to Monday, 16 May 2022.  The reports are available for download from the Savannah Environmental online stakeholder engagement platform at:
