TRANSALLOYS POWER PLANT AND ASSOCIATED INFRASTRUCTURE NEAR CLEWER, EMALAHLENI LOCAL MUNICIPALITY, MPUMALANGA PROVINCE
Project Name: Transalloys Power Plant Part II Amendment, WUL & AEL application.
Applicant: Transalloys (Pty) Ltd.
Amendment request: Transalloys (Pty) Ltd is requesting the Department of Environmental Affairs (DEA) to amend the project description and layout of the Integrated Environmental Authorisation (IEA) received on the 02nd of March 2016 as follows:
- An increase in power output capacity from 55MW, to an output capacity range of 120MW – 150MW; (Note: the initial EIA assessed a power station of 150MW but only 55MW was authorised at the request of the applicant); and
- An updated layout, including exchanged locations for the ash dam and power plant location.
Additional Authorisations: The amendment application will be supported by an Atmospheric Emissions Licence submitted as per Section 21 of the National Environmental Management: Air Quality Act (2004), and the associated Listed Activities of GNR 248 (2010) – for the control of harmful emissions. Furthermore, comments from the Heritage Authority will be obtained via the amendment process. A Water use authorisation will also be applied for, through the submission of a Section 21 activities Water Use Licence (WUL) to Department of Water and Sanitation (DWS) in accordance with the National Water Act (No. 36 of 1998). Where applicable, these documents are also available for public review During the motivation report period mentioned below.
Project Location: The project site is located within the existing Transalloys smelter complex near the town of Clewer, eMalahleni Local Municipality, in the Nkangala District Municipality. In terms of Chapter 5 of the EIA Regulations of December 2014, as amended, it is possible for an applicant to apply, in writing, to the competent authority for a change or deviation from the project description to be approved.
Motivation Report available for Public Review: Savannah Environmental has also compiled a Motivation Report and additional authorisation documentation in support of the amendment application and is available for public review and comment from Friday, 19 February 2021 to Tuesday, 23 March 2021 and cab be viewed at the Witbank Public Library or can be downloaded from our website (see below) the due date for written comment is Tuesday 23 March 2021.
