DEVELOPMENT OF ACERLORMITTAL SOUTH AFRICA VANDERBIJLPARK SOLAR CLUSTER 270 MWac FACILITIES AND ASSOCIATED INFRASTRUCTURE NEAR VANDERBIJLPARK, GAUTENG PROVINCE 

Applicant: ArcelorMittal South Africa Ltd  

Proposed Activity: The development of AcerlorMittal South Africa Vanderbijlpark Solar Cluster - 270 MWac, Solar Energy Facilities and associated infrastructures.  

 Infrastructure associated with both Solar Energy Facilities will include the following: 

  • Solar PV array, with branch strings, comprising PV panels and mounting structures. 
  • Inverters and transformers.    
  • Cabling between project components. 
  • A battery energy storage system (BESS) with the footprint of 4.6 ha.  
  • AMSA Vanderbijlpark Solar Cluster will connect to on-site Transformers in the existing substation bay to facilitate the connection between the Solar PV Energy Facility with a footprint of 648 ha for AMSA Vanderbijlpark. 
  • Storage area of 4.6 ha 
  • 132kV power line from the PV Site for the distribution of the generated power, which will be connected to the existing substation.  
  • Temporary laydown areas and a transmission construction yard.  
  • Access road (gravel), internal gravel roads, firebreaks (4m width) and fencing around the PV Site. 
  • An O & M building, which will include a site security office, control areas, standard single storey height or warehouse not exceeding 8.6m. 

 Location The site proposed for the solar PV facility are located ~5km to the north of the city Vanderbijlpark, on Portion 1 of farm Vanderbijlpark 550 IQ with the Emfuleni Local municipality and the Sedibeng District Municipality Gauteng Province 

 Scoping and Environmental Impact Assessment (S&EIA) Process:  In terms of Sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with Government Notice R324 – R327, as amended, S&EIA processes are required for a section of the proposed Solar Energy Facility.  Separate applications for authorisation will be submitted to the Department of Forestry, Fisheries and the Environment (DFFE).   Savannah Environmental is undertaking the required S&EIA, and public participation process for this project.  

 Scoping Reports Available for Review & Comment:  The 30-day review & comment period of the Scoping Reports is from Tuesday, 25 April 2023 until Monday, 29 May 2023. The final day to submit a comment is Monday, 29 May 2023
