NOTICE OF BASIC ASSESSMENT AND PUBLIC PARTICIPATION PROCESS
PROPOSED DEVELOPMENT OF AN ACCESS ROAD AND INFRASTRUCTURE ASSOCIATED WITH THE APPROVED WITBERG WIND FARM NEAR MATJIESFONTEIN, WESTERN CAPE PROVINCE
Applicant: Red Rocket South Africa (Pty) Ltd
Proposed Activity: The development of an access road and associated infrastructure to provide access to the approved Witberg Wind Farm. The following is proposed:
- A new access road with a permanent width up to 6m and a length of approximately 9.5km within a road reserve of up to 18m to accommodate limited cuttings which are required due to the steep terrain and the required earthworks. A 50m corridor for this road is being considered in the Basic Assessment process.
- Widening and upgrade of the existing Constable farm road. A 50m corridor for this road is being considered in the Basic Assessment process.
- Upgrade of an existing district road (DR01469). A 15m corridor for this road is being considered in the Basic Assessment process.
- Construction of two laydown areas (a construction camp of 8ha and a laydown area of 1ha respectively).
Project Location: ~ 19km south west of the town of Matjiesfontein located within the Laingsburg Local Municipality, and within the greater Central Karoo District Municipality, Western Cape Province.

Basic Assessment Process: An application for Environmental Authorisation (EA) in terms of the National Environmental Management Act (No. 107 of 1998) (NEMA) and the Environmental Impact Assessment (EIA) Regulations, 2014, as amended, (GNR 326) has been submitted for the project. In terms of the triggered activities, a BA process is required in support of the application for EA for the proposed Witberg Wind Farm access road and associated infrastructure. Savannah Environmental has been appointed as the independent environmental consultant responsible for undertaking the required BA and Public Participation Process (PP) for the project.
Basic Assessment Report available for public review and comment: The BA Report and associated documentation will be made available for download, review, and comment on the Savannah Environmental website (https://savannahsa.com/public-documents/transport-infrastructure/). The 30-day public review and commenting period for the BA Report will be from Monday, 14 November 2022 until Wednesday, 14 December 2022. The final day to submit comments is Wednesday, 14 December 2022.
