PUBLIC PARTICIPATION PROCESS

VENTER FERT COMPOSTING AND FERTILISER PLANT

Project Name: Venter Fert Composting and Fertiliser Plant

Project Location:  Farm 715, Hard Rock, Division Uitenhage, Nelson Mandela Bay Metropolitan Municipality

Environmental Authorisation (EA) and Waste Management License (WML) Amendment: Application to amend the EA and WML as included in the EA received on 29 June 2016 and WML received on 15 July 2016 as follows:

  • Amend the waste stream which can be received at the facility, from “Poultry Manure” to “Compostable Organic Waste”
  • Amend the orientation of the compost windrows and the approved layout (footprint) of the composting site
  • Amend the placement and design of the stormwater detention ponds
  • Amend the use of one meter high vegetated berms to the use of V-drains
  • Amend the requirement to use windrow covers during high rainfall events
  • Amend the project description, as required
  • Amendment of the requirement for a liner
  • Amendment of the description of services for the site
  • Amend/remove EA and WML conditions no longer applicable
  • Amend the validity period of the EA

Amendment Process: In terms of Regulation 31 of the EIA Regulations (2014), as amended, an applicant can apply to the competent authority for a change or deviation from the project description to be approved.  Part 2 amendment processes will be undertaken in accordance with the requirements of Regulation 32 of the EIA Regulations (2014), as amended.  Amendment applications will be submitted to the Department of Economic Development, Environmental Affairs and Tourism (DEDEAT), and a public participation process will be undertaken in support of these applications.

The Final Motivation Report was submitted to the Department on 31 May 2024 and can be downloaded from this webpage for information  purposes.  An electronic copy is also available via WeTransfer or Dropbox, on written request.
