EXPANSION OF THE TAILINGS/SLAG THROUGHPUT AT THE ANGLO AFRICAN METALS ZERO WASTE RECOVERY SOLUTION NEAR KWA-GUQA, MPUMALANGA PROVINCE

Proposed Activity: Anglo African Metals (Pty) Ltd (hereafter ‘Anglo African Metals’) received an Integrated Environmental Authorisation (EA) and Waste Management License (WML) from the Department of Forestry, Fisheries and the Environment (DFFE) on 13 September 2021(DFFE Reference: 14/12/16/3/3/3/401) to process tailings/slag for the economic extraction of valuable minerals, approving, amongst others, Activity 3 of Category B of GN R.921 (List of Waste Management Activities) of 2013, promulgated in terms of the National Environmental Management: Waste Act (NEM: WA; Act 59 of 2008). The description of the above-mentioned listed activity, as detailed in the Integrated EA and WML, is as follows: “The plant will be developed to process 2 000 tonnes of tailings/slag per month, approximately 3 tons per day”. A request to amend the throughput of the plant from 3 tons per day to 3 tons per hour was submitted to the DFFE on 25 May 2022, and the amended Integrated EA and WML was issued by the DFFE on 07 June 2022 (DFFE Reference: 14/12/16/3/3/3/401/AM1).
Anglo African Metals now wish to expand the throughput from 3 tons per hour to 15 tons per hour. It should be noted that the footprint and workings of the already authorised Anglo African Metals Zero Waste Recovery Solution will remain the same.
Location: The proposed activity is located on the Remaining Extent of the Farm Highveld Industrial Park No. 1230 JS, approximately 17km west of eMalahleni town in the eMalahleni Local Municipality within the Nkangala District Municipality in the Mpumalanga Province. The site is accessible directly off the R104, from the N4 turnoff near Kwa-Guqa informal settlement.
Basic Assessment Process: A Waste Management Licence (WML) from the DFFE for the expansion of the facility for the recovery of waste, as is proposed as part of the Anglo African Metals Zero Waste Recovery Solution, in accordance with the NEM:WA, and the List of Waste Management Activities (GN R.921) is required for the project. A Basic Assessment (BA) process is being undertaken in support of this application process. Savannah Environmental has been appointed as the independent environmental consultant to undertake the required BA and public participation process for the project.
BA Report Available for Review and Comment: The 30-day review and comment period of the BA Report is from Friday, 12 August 2022 until Monday, 12 September 2022. The final date to submit comments is Monday, 12 September 2022.
