NOTICE OF BASIC ASSESSMENT (BA) AND PUBLIC PARTICIPATION PROCESSES

KLIPFONTEIN SOLAR PV ENERGY FACILITYIES, 132kV GRID CONNECTION INFRASTRUCTURE AND ASSOCIATED INFRASTRUCTURE, WESTERN CAPE AND NORTHERN CAPE PROVINCES

 Applicant:  SALIKA South Africa (Pty) Ltd.

Proposed Activity:  The development of the Klipfontein Solar Photovoltaic (PV) Facilities with a generating capacity of up to 1000MW and associated 132kV grid connection infrastructure, including the following:

Solar PV Facilities Electrical Generation Infrastructure (EGI)
»      PV modules mounted on a single axis tracking & fixed structure.

»      Inverters and transformers.

»      Fence around the project development area with security and access control.

»      Cabling between the project components and the facility substation.

»      11/22/33kV to 132kV onsite facility substation.

»      Battery Energy Storage System (BESS) with a capacity of 200MWh.

»      Site offices and maintenance buildings, including workshop areas for maintenance and storage area.

»      Temporary laydown area.

»      Main access roads (existing to be upgraded) and new internal gravel roads.

»      132kV switching station.

»      Temporary laydown area.

 

A 132kV overhead power line to evacuate power from the Klipfontein Solar PV Facility to either Eskom’s Koring MTS or Komsberg MTS.  Two alternative 500m wide corridors are being considered in the EIA process within which a 31m wide servitude will be placed:

 

»      Alternative 1: ~11km in length to connect to Eskom’s Koring MTS

»      Alternative 2: ~21km in length to connect to Eskom’s Komsberg MTS

 

Location:  The proposed project is located within the Komsberg Renewable Energy Development Zone (REDZ), approximately 33km west of the town of Merweville within the jurisdiction of the Laingsburg Local Municipality in the Western Cape Province on the following properties:

Basic Assessment Process: As the project has the potential to impact on the environment, an Environmental Impact Assessment process is required to be completed in support of an application for Environmental Authorisation (EA). In accordance with the provisions of GN R114 of 16 February 2018, a Basic Assessment (BA) process is required in support of the application for EA.  Savannah Environmental has been appointed as the independent environmental consultant responsible for undertaking the required BA and Public Participation Process for the project.

Basic Assessment Report available for public review and comment: The 30-day public review and commenting period of the BA Report is from Thursday, 28 March 2024 until Thursday, 2 May 2024. The final day to submit comments is Thursday, 2 May 2024.
