NOTICE OF ENVIRONMENTAL IMPACT ASSESSMENT AND PUBLIC PARTICIPATION PROCESS

PROPOSED DEVELOPMENT OF THE MIDDELVLEI TWO SOLAR PHOTOVOLTAIC (PV) ENERGY FACILITY AND ASSOCIATED INFRASTRUCTURE NEAR RANDFONTEIN, GAUTENG PROVINCE

Applicant:  Middelvlei Two Solar (Pty) Ltd (a special purpose vehicle (SPV) of Sigma Energy Capital (Pty) Ltd).

Proposed Activity:  The development of Middelvlei Solar Two Photovoltaic (PV) Energy Facility and associated infrastructure with a contracted capacity up to 45MWp.  Infrastructure associated with the Solar PV Energy Facility will include the following:

  • Solar PV Plant comprising single axis tracking PV modules
  • Inverters and transformers
  • Cabling between the panels
  • Onsite facility substation, including Conductors, transformers and metering site.
  • Cabling from the onsite substation (either underground or overhead) (capacity to be finalised)
  • Electrical and auxiliary equipment required at the substation that serves the solar energy facility, including switchyard/bay, control building, fences, overhead power line etc.
  • Battery Energy Storage System (BESS)
  • Site and internal access roads (up to 8m wide)
  • Temporary and permanent laydown area
  • Operations Building

Project Location:  Remaining Extent of Portion 2 of the Farm Middelvlei 255-IQ within the Rand West City Local Municipality in the West Rand District Municipality in the Gauteng Province.  The project site is located approximately 7km southwest of the town of Randfontein.

Application for Environmental Authorisation: In terms of Sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with Government Notice R324 – R327, as amended, an Environmental Authorisation is required for the proposed Middelvlei Solar Two PV Energy Facility. A Scoping and Environmental Impact Assessment (S&EIA) process is required to be undertaken in support of an Application for Authorisation.  Savannah Environmental has been appointed as the independent environmental consultant responsible for undertaking the required S&EIA, and public participation processes for this project.

Scoping Report Available for Review & Comment: The Scoping Report for the project is available for download, review, and comment.  The 30-day review & comment period of the Scoping Reports is from Friday, 05 April 2024 until Tuesday, 07 May 2024. The final day to submit a comment is Tuesday, 07 May 2024.
