NOTICE OF AMENDMENT TO ENVIRONMENTAL AUTHORISATION, AMENDED LAYOUT & ENVIRONMENTAL MANAGEMENT PROGRAMME PUBLIC PARTICIPATION PROCESS

ZEN WIND FARM, WESTERN CAPE PROVINCE

Project Location:  Approximately 10km northwest of  Gouda and ~ 4km south of Saron, Drakenstein Local Municipality, Western Cape on:

  • Portion 1 of the farm Bonne Esperance 83,
  • Portion 2 of the farm Bonne Esperance 83,
  • Portion 9 of the fram No. 88
  • Portion 0 of the Nayoth 458

 EA Amendment: To amend the environmental authorisation (EA) and project description as included in the EA received on 3 November 2016 and subsequent amendments as follows:

  • Reduction in the number of turbines from 27 to 17;
  • Increase turbine capacity from 6 MW to up to 7.5 MW per turbine
  • Increase the internal roads width from 6m to ~8m
  • Optimise turbine/facility layout based on the energy yield, and revise the layout as required based on the revised turbine numbers and turbine specification; and
  • Optimise internal underground cabling (33kV) to enable a consolidated point of grid connection for the Zen/Bergriver wind farm cluster on the Bergriver site, and remove the on-site substation and overhead power line connection from the project description.

Amendment Process: In terms of Condition 5 of the Environmental Authorisation and Regulation 31 of the EIA Regulations (2014), as amended, an applicant can apply to the competent authority for a change or deviation from the project description to be approved.  An amendment application has been submitted to DFFE, and a public participation process is required to be undertaken in support of this Part 2 amendment application.

Amended Layout and EMPr: The final facility layout and the EMPr must be amended, submitted and approved prior to commencement of construction, as per conditions 13 and 15 of the EA.  The amended EMPr and amended layout are available to I&APs for comment.

Motivation Report, Revised EMPr and Amended layout available for public review and comment: A Motivation Report in support of the Amendment Application is available for public review and comment from 18 July 2023 to 18 August 2023. The due date for written comment will be 18 August 2023.
